Place-based social impact and community engagement evaluation for a London local authority

A bespoke evaluation framework, designed with the team rather than handed over, measuring the impact of meanwhile activation and local economic programmes in a central London regeneration area.

The opportunity

The authority was running an ambitious regeneration programme but needed a clearer, more credible way to understand and evidence what it was achieving for local people. Off-the-shelf measurement frameworks did not reflect the realities of meanwhile use, community activity and local economic change on the ground.

What we did

We worked closely with officers and local partners to understand the programme from the inside, building a tailored evaluation approach around what success actually looked like for the area. This meant spending time with the people delivering the work, testing assumptions together and shaping a framework the team could genuinely own and use, plus a bespoke programme review with practical recommendations to strengthen long-term impact.

Why it mattered

The authority gained a credible, tailored way to evidence what the programme was achieving, alongside recommendations and capacity-building that helped the team carry the work forward themselves.
